SCERT puts its ‘Student Assessment & Evaluation Scheme’ out for public feedback
Srinagar: The State Council of Educational Research and Training (SCERT) has put out the ‘Student Assessment & Evaluation Scheme,’ which is in accordance with the National Education Policy (NEP)-2022, out in the public domain for the comments and suggestions from all the stakeholders.

The document states that there is a paradigm shift from rote learning to competency/experiential learning in schooling as envisaged in National Education Policy 2020. “Principles of child learning include a fair and free environment that makes learning a joyous rather than onerous experience, aligned to the developmental stages of child and protecting from de-motivation and adverse impact.”

It said that every effort needs to encourage students to reach class 9th with particular focus on regular assessment; evaluation and remedial teaching and that the paradigm shift from ‘‘Assessment of Learning’’ to ‘‘Assessment for Learning’’ is to ensure that assessment serves its basic purpose in the educational system.

As per the policy, in the ‘Foundational Stage,’ which has the Anganwadi, pre-school Balvatika with the duration of 3 years, the assessment for the Foundational Stage shall be through School Based Assessment (SBA) and should be stress-free and largely through qualitative observation, based on the performance of the child in a multitude of experiences and activities.

For class-I, II which have got 2 years, various tools and techniques like anecdotal records, checklist, portfolio, and interactions (through a holistic 360- degree assessment with teacher, peers, family, and friends), the scheme said, can be used for assessment.

As per the scheme, in the preparatory stage which has the duration of 3 years, for Class 3, the assessment shall be done as per NIPUN guidelines, for Class 4, continuous Formative Assessment (CFA) will be conducted by schools along with Summative Assessment (SA) at the end of Academic session at school level.

For class 7 as well as the Continuous Formative Assessment (CFA) will be conducted by schools(SCERT) along with Summative Assessment at the end of the Academic session at the school Level.

The scheme states that for class 8, Continuous Formative Assessments (CFA) as per School Based Assessment (SBA) throughout the academic session at the school level will be held.

“External Summative Assessment (SA) (Term-End) based on Identified Learning Outcome(SCERT) based Competencies at the end of the academic session to be conducted by DIETs at Complex Level (Both Govt. as well as all Govt. recognized Private schools) under the mentorship of SCERT, J&K.”

In this regard, the Question Papers/ Assessment Tools for External Summative Assessment (SA) (Term-End) will be provided by SCERT.

For the secondary stage which has the duration of one year, for class 9, Continuous Formative Assessment(CFA) will be conducted by schools along with Summative Assessment at the end of the Academic session at the school Level (SCERT). “The schools shall make appropriate remedial teaching arrangements for identified potential learners to avoid dentition in class 9th,” the document stated.
